Can I safely take a 1970 17 foot Vee tri-hull ski-boat with a 100 HP engine into the ocean? - bay boat plans

I've just finished my boat here in Kansas. I did make, in San Diego, CA for the winter. I want out of the bay from certain sites of the winter fishing in the ocean. All the places I know are also in the city website. My plan is to go beyond a GPS and an emergency radio. I have not much experience with boats, but they are a bit of use this winter and autumn in the lakes here in Kansas.
