As a developer, I have, of course, I recommend Photoshop or Illustrator. Would, in fact, Illustrator a better fit. If you opt for a cheaper solution, I recommend the program Broderbund Print Master. Finally, it would be a free solution, I'll go with GIMP. Overall, I think one of the first two solutions are the best option.

The proposed program gimp is better things to do. You can download it here: http://www.gimp.org/ is completely free and easy to use. I draw on their daily tasks. There are a variety of online tutorials to help you when you sit down with something.
